Memorandum Circular No. 91, signed by Secretary Lucas Bersamin, states that agencies responsible for basic, critical, health services, and preparedness and response operations in the above areas must continue operations to ensure the continuity of essential government functions.

Furthermore, non-critical agency personnel and all other government employees working in these areas are not required to report to work.

"However, where feasible and as determined by the head of each agency, such government employees shall utilize alternative work arrangements in accordance with applicable laws, rules, and regulations." Regional

cancellations or suspensions of classes and/or operations by government agencies in other areas may be implemented by their respective regional governors. The suspension of operations and/

or the implementation of alternative work arrangements by private companies and offices are at the discretion of their respective governors.

According to the state weather bureau PAGASA, heavy rains continue to fall in several parts of the country due to tropical storms Dante and Emon, which are strengthening the southwest monsoon (Habagat).
